 I personally don’t have a good system yet, but I think this idea from Craftster is a great idea for storing layout ideas.

I don’t either. I scrapbook chronologically and I let the pictures dictate the page. Usually that’s looking at the right pictures, looking at the patterned papers and looking at what layout that combination of pictures and paper pattern lend themselves to.
